Currently, the unemployment rate for blind and visually impaired adults stands at a staggering 70%. The Innovation Cafe has been thoughtfully designed with their needs in mind, featuring all the necessary accommodations to help them thrive.
The Cafe is part of the Business Enterprise Program (BEP), which empowers blind and visually impaired individuals to run their own businesses within state-owned buildings. Established by the Randolph-Sheppard Act in 1936 (20 U.S.C. Section 107 et seq.), the BEP provides opportunities for self-employment. In Vermont, the Division for the Blind and Visually Impaired (DBVI) serves as the state licensing agency overseeing this program. To participate, candidates must be legally blind, U.S. citizens, and complete a training program.
Licensed Operators receive training to manage one of DBVI's food service facilities as self-employed entrepreneurs, retaining 100% of the profits! Our operations include cafes and vending machines situated in federal and state buildings across Vermont. Qualified candidates are assigned to facilities as they become available.
